What is R.E.N.T.Ri
R.E.N.T.Ri came into effect on June 15th, 2023 with Ministerial Decree No. 59 of April 4th, 2023, bringing significant changes for organizations and companies involved in the production and management of waste.
It is an electronic register, managed directly by the Ministry of the Environment and Energy Security, for the traceability of waste produced and disposed of in Italy, which allows the monitoring of environmental data, making it accessible not only for surveillance and control activities but also for environmental policy-making. Let’s take a closer look.
R.E.N.T.Ri and Interzero
Interzero will support companies operating within the R.E.N.T.Ri framework, providing solutions to address questions and challenges while ensuring the continuity of all operations according to the current model.
Each company will need to adopt these new measures to enter a new phase of waste operations traceability:

What changes with R.E.N.T.Ri
R.E.N.T.Ri brings significant changes to environmental compliance. Let’s briefly examine the key aspects.
The Decree of April 4, 2023, No. 59
- Defines the new model for the FIR, which will come into effect on February 13, 2025, for all operators;
- establishes the obligation for digital stamping (for both paper and digital FIRs) starting from the same date;
- sets the deadline of February 13, 2026, by which all RENTRI members must manage the FIR in digital format and establishes the obligation, from that date, to transmit the FIR data for hazardous waste to RENTRI;
- places the responsibility on the recipient, in the case of a digital FIR, to transmit the signed and dated form to all parties involved in the waste movement.
The Decree of Aprile 4, 2023, No. 59
- Defines the new models (to be filled out according to the instructions in the Director’s Decree No. 251/2023);
- establishes the obligation for digital stamping and keeping of the loading/unloading registers starting from registration.
Who should take action and when
The following entities are required to register with R.E.N.T.Ri by accrediting themselves on the digital platform:
- Entities and companies involved in waste treatment;
- Producers of hazardous waste;
- Entities and companies that collect or transport hazardous waste professionally, or operate as merchants and intermediaries of hazardous waste;
- Consortia established for the recovery and recycling of specific types of waste;
- Entities referred to in Article 189, paragraph 3, of Legislative Decree No. 152 of 2006, regarding non-hazardous waste.
However, the following entities are excluded and therefore are not required to register with R.E.N.T.Ri:
- Initial producers of non-hazardous waste with fewer than 10 employees;
- Entities and companies that only treat non-hazardous urban waste, regardless of the number of employees.
The regulation sets different deadlines based on the type of activity and the number of employees. Three groups have been identified:
- From 12/15/2024 to 02/13/2025: enterprises or entities that are initial producers of hazardous and non-hazardous special waste with more than 50 employees;
- From 06/15/2025 to 08/14/2025: enterprises or entities that are initial producers of hazardous and non-hazardous special waste with between 10 and 50 employees;
- From 12/15/2025 to 02/13/2026: all remaining initial producers of hazardous special waste with fewer than 10 employees.
